When do the lists change?

The FATF updates its black and grey lists at the end of each plenary, three times a year, usually in February, June and October. The EU list changes when the European Commission amends it, which has no fixed calendar.

Changes announced but not yet in effect

No announced change is waiting to take effect on any of the lists.

How the FATF lists change

The Financial Action Task Force (FATF) decides on its lists at its plenary, which meets three times a year, usually in February, June and October. On the last day of each plenary it publishes two statements: "High-risk jurisdictions subject to a call for action", often called the black list, and "Jurisdictions under increased monitoring", often called the grey list.

Each statement replaces the previous one. A country added or removed at a plenary is on or off the list from the day the statement is published, and the lists do not change between plenaries.

Current lists: FATF black list and FATF grey list.

How the EU list changes

The EU list of high-risk third countries is set out in Commission Delegated Regulation (EU) 2016/1675. The European Commission changes it by adopting a delegated regulation that amends it. The Commission takes the FATF's lists into account, so EU changes often follow an FATF plenary, usually some months later, but there is no fixed calendar.

After the Commission adopts an amending regulation, the European Parliament and the Council can object to it within one month, a period either of them can extend by one more month. If neither objects, the regulation is published in the Official Journal of the European Union and applies from the date it sets, usually the twentieth day after publication.

This site shows an EU change as announced from the day the Commission adopts it, and on the list from the day it applies. Current list: EU high-risk third countries.

How this site follows the changes

The site shows each list as it stands today, Brussels time. It is rebuilt when new data is published and at the start of each day, so a change appears on the day it takes effect. A change that has been announced but has not yet taken effect is shown as pending, with both dates.
